Download and run JavaRa. It will remove traces and earlier versions of java left on your machine. Then maybe the new version you have will work.

I'm running MS Esentials on a 64 bit laptop and the Scottrade streamer works fine. When it loads you see a Java 6 screen for an instant and then it loads.
