Maybe Davis is diluting to raise money to bribe someone at the FDA. I doubt it though, that greedy bastard wants to steal it from the investors and keep it for himself.

Apparently these aren't minor issues to the FDA if they keep asking for more information (as stated by Stephen Davis in an earlier letter to shareholders).

While I do think there is a lot of red tape (or hurdles) that the government goes through to get stuff done, which can be inefficient, to say that they are "bumbling idiots" as some messageboard experts like to think is very inaccurate. Again, the FDA's purpose is not to make investors money. Their purpose is to determine the safety, efficacy, and substantial equivalence of the products that these companies are trying to sell. What would make them ineffective is if they just recklessly passed anything on to the American people without thorough DD. These are scientists and doctors who are helping to decide these things. My sister works for a prominent medical research company that works with the government. She spent the better part of 15+ years of her life to obtain a BS, MS, and PhD. Her research conducted while she was working towards her PhD was published in a national scientific magazine. I would hardly consider that idiotic. If anything, scientists/doctors came out a couple of years ago and complained that there were too many people above them who were being reckless with the approval/clearance process at the expense of the health of the American people. Clearance/approval of things that can effect the health of people isn't as easy of a process as people hope to think.
