From what I understood, they must get the right aparatus in order to safely and efficiently get the heat exchanger data and then plug in the data to produce this heat exchanger which is the heart of the unit. Once this process is complete then the rest will be easy according to them. I think they hoped for this process to take less time but they require special equipment because they are dealing with microwaves (gets tricky) rather than just thermal heat from elements.
