Maybe it's because shareholders think their shares are worth more than current PPS. And the people who need shares are willing to wait the shareholders out if they aren't forced to buy-in? From what I understand, there is no lack of buyers at these prices. Maybe now that the air shares are out of the equation, we are now in a grid lock until some resolution can be reached by the SEC?
