It is outright manipulation and the judge is either intimidated by the large firm's ability to manipulate the court or she is simply wiser than all of us.
Does it state this specifically? I show TPS wants them to reply with an admission or denial, which of course, they refuse to do. When they are forced to, it may be the nail in the coffin of the POR.
