HCV is indeed easier to cure than HIV, but this is because HCV does not integrate into the host genome. It sounds as though the comment you’re referring to is about the relative difficulty of developing a vaccine, which is an altogether different matter.

“More than 20 sites within the HIV-1 protease gene have been associated with resistance to one or more of the protease inhibitors.”

I would refer to these as mutation sites rather than replication sites.
