I don't disagree with your general observation, however I am incline to think the Award will be handed down in late February with an announcment is first week of March.
At what point is there no turning back with a panel decision??? I assume that there may be negotiations being conducted by IDCC & NOK right now? The time that the panel takes to render a decision is indefinite and can happen any time, so how would the parties know that they are reaching the final hour to settle before the panel renders its decision?
