I have to admit Beer you are right on on this. A smoother lining on the heating surface and periodical ultrasonic bursting would mitigate the scaling in electric tankless water heater. We have to see the test result to confirm to what extents this could mitigate the problem though.
Like I said, WRDP's open chamber configuration would have less surface for scaling nucleation. That is one of their strength. I saw their pilot prototype and the math model on the knol page. My take after reading their technical paper is these people know what they are doing.
