as to the limits....I won't argue that....but, this incident was a doctor's office....not an emergency room....(if you wish to call it anecdotal, you may)...

who pays for it? Local taxpayers? State allocation of funds to the hospital/clinic/doctor? Federal money?

SoxFan -- correct -- Medicaid does step in to help cover costs to providers of required emergency care (the only other alternatives being to force such providers to completely eat those costs, or to just go to a system where illegals with medical emergencies are turned away without even emergency care) -- but no full Medicaid coverage -- e.g.:
