we have to assume that the people who buy short are not total idiots. They are betting that the stock will go down, otherwise they would not have bought. What do they think they know that supports this position

.. they were posting IB numbers, not total shares available to short on all brokerage firms.

So, no- they were not making up those numbers. It was the amount of shares avail. to short on Interactive Brokers.
