You don't seem to understand: if you're paying a dividend, you MUST give the particulars to Nasdaq. You'll find similar notices for every other company that's offered a divvy.
You're making the mistake of thinking that CMKX is unique, and doesn't need to bother with the reporting required of everyone else.
And if you want my guess, I suspect Urbie just hoped no one would find the notice.
