Sheesh, you are taking a very, very simple thing and trying to complicate it.
I think you need to physically take ten cards each one representing a share, and as many people as you wish, and buy them, and sell them, and lend them, and borrow them, for as long as you wish....get back to me when those 10 cards somehow magically multiply.
Permission has nothing to do with it by the way. If you hold your shares in street name you have given permission, the only way to keep a share from being borrowed, is to get the cert and plunk yourself down on it.
