Ok, I see what you are saying. I agree that agreements that tend towards monopolistic practices must be avoided; advance agreements that share basic science to prevent monopolies are what we want. Collaborative competition, if that's possible, with an economy of multiple production pathways and multiple producers, all producing (on different scales) product that conforms to established standards.

The basic science should be shared rather than monopolized, with room for patenting specific pathways so that competition can operate.

At some point, existing anti-trust law becomes relevant in preventing a monopolized industry. But you're right that the industry could do a lot to regulate itself in advance to prevent the need for govt. intervention. I wonder if some of the environmental NGO's are thinking about this problem, and how they might help shape policy that would benefit the private sector.
