It's the defense trying to portray an image that they are not the one's who are stalling and they are more than willing to work with anyone who asks. They are wanting to make themselves look good for the court. Possibly saying something like, "Hey look at us, we want this moving along and here's the path we're wanting to take to move it along, but we're not getting cooperation from the plaintiffs". Then they can maybe come back and say it should just go away since they are all open to moving this right along and the plaintiffs are stalling them.
