High latency and low frame rates can combine to make the situation worse.

If the frame rate is high and the latency is high you will have slow response time vs a player with low latency and they will consistantly beat you.

If the latency is low and the frame rate is too low the graphics will be too choppy to allow for accurate targeting or may be too confusing to allow you to keep up with what is going on around you.

If latency is low and frame rate is high you will have a seemless experience and will have an advantage over those with problems in either area.

Joe - it depends on the what kind of "eye candy" you turn on - and more and more gamers are going for better quality images. Add in the increased interactive physics capabilities and the huge # of polygons they're going to (nVidia just demo'd a game scene with 6 million polygons!!) and you'll start bogging down today's most powerful machines if you turn it all(or even most of it) up. Yes, ping time is crucial, but there's not a lot there that has anything to do with CPU power; it's more optimizing your connection and finding good servers.
