High latency and low frame rates can combine to make the situation worse.

If the frame rate is high and the latency is high you will have slow response time vs a player with low latency and they will consistantly beat you.

If the latency is low and the frame rate is too low the graphics will be too choppy to allow for accurate targeting or may be too confusing to allow you to keep up with what is going on around you.

If latency is low and frame rate is high you will have a seemless experience and will have an advantage over those with problems in either area.
