The company could probably legally do so, but they have not as of yet. The charts don't show it happening, and it would make no sense to dilute at this PPS when they could raise the PPS on fluff if they wanted to.

I was thinking the same thing, and I would actually bet money on it. That's why it was never officially reduced. These guys are diluting this thing to oblivion so they can 'start over' after a horrific r/s. Everytime we fall like this, it moves from possibility to high probability that that is exactly what they're doing.
I apologize to everyone i'm offending here. But this is BS. We've been tanking every day for a solid month, now we're down 30+% in one stinking day. If anyone has a better idea of what is going on here, please let me know. A company with no product at all would out perform us right now.
