Schwab would have had to send the 144 to the transfer agent to get the "jumbo certificates" but once they have those no further action would be needed as you have noted.
I have no explanation as to why the transfer agent hasn't responded to my broker's request. My ETLK is not worth enough to worry about it at this time so I haven't followed up on it.
