nerd86, nothing the company has stated would lead to that conclusion, but, given Mide's info about Mr. G and the current negative state of NMC, it would not surprise me at this point.
The post from Wi-fi planet (While no way to prove it is related to the NMC project without further DD.) just confirms that someone is having issues with deploying some sort of wifi in Pachuca.
Technical problem, execution problem or both - something is preventing NMC from giving us a glimpse at a fully functional wireless network. Without a public statement from IR, we only have our own DD upon which to speculate. If we are to take Mide's post as a step closer to the reality of the situation, we have more things pointing to problems with NMC than success.
At this point, Vern's claim of 70-80 users might not be that far off.
