So would I. Thanks for letting us know what worked for you. I sure can't see any connection between the two programs. If I recall, you can set up MSN Messenger to try to make an internet connection at every startup but I don't see the connection with IE. I can only think that Norton or some other program looks for updates when it is started and that triggers the "dial a connection" to try checking for the update.

That's interesting. I have XP Pro and Dialup service. If I try to shut down with IE off but the connection still open My machine hangs in the clouds too.

Hmmmmmmmm...I can't use the never dial option.

Hi Greg, most odd. I have a idea that may or may not be it. When you add a page to favorites, you have the option of viewing it off line. If you select that under custom, you can set up when the page should be updated, they have a place there for IE to automatickly connect to the internet if it is not connected. You may want to check, and make sure you don't have any off line pages setup.

Internet Options, while accessible from IE, is not part of IE. It's part of Windows, and is accessible from the Control Panel. Any program can call the routine to view/modify Internet Settings.

Your Internet Settings were set to Dial a connection all along. No telling what program was trying to access the Internet at shutdown, but something was trying and saw the Windows setting that said to Dial a Connection. The fact that IE was closed really didn't make any difference, since it only links to a the Windows tool to edit those settings.
