In the UK, a "conditional approval" (Conditional Marketing Authorization) is a specific regulatory pathway for drugs addressing unmet medical needs where complete clinical data is still pending. An "approval with conditions" generally refers to clinical trial authorizations (CTAs) that are permitted to proceed, provided the sponsor satisfies specific procedural or interim requirements.

One has to the trial itself, the other is approval of a drug, or in this case. a vaccine. I dont know what GZ was referring to if he actually told you this.
