Nope. Never have. But I can see the point if they contain a lot of the president's papers from his time in office, and perhaps from before and after. The former president hopes it'll enhance his legacy. Scholars will find it a convenient place to study his papers and associated materials.
And some libraries do lecture series, offer year-long fellowships to scholars, and more. So the best of them aren't useless. And the silly stuff, like planes, can attract people whose admission fees will pay for the scholarship.
