Had they done Muddy run first (no permit required or if so unlikely to delay) they would have learned everything they eventually learned from Georgia but 4 years earlier. With cash advantage from the production there they could fund the next site - presumably NY STAMP but that was hit by the tribal challenges they should have seen when doing Due diligence. At that time they had cash to do a second site (Georgia) which may have really helped cash flow but they delayed started spending on Texas as well instead of focussing on one at a time. At least 3 years were wasted between the cancellation of Muddy Run (which they kept from investors) and the eventual Georgia plant Andy/Paul/Sanjay had no idea how to plan for capital spending against revenue returns.
