If so, it looks like the first engineers were total incompetents.

The first engineers, Fisk, were hired years agio and designed the early prototypes.

Further, NWBO would have seen the design before the prototypes were built. How did NWBO not see the design was too large for them?

Amazing how it is always somebody else's fault.

They did not reveal what they hoped to achieve with the extra 2 feet hankman. That would have been interesting to hear.

This would fall on the project manager. He would have everything he needs ( signed off blue prints , schematics) to call out both engineers, surveyors etc etc. Is it a "Follow the money" case or just pure incompetence? BTW, the word and act of incompetence are now occasionally and purposely used to cover up ones own agenda. much like plausible deniability.
