That's how the dilution / offering work.  The shares that are coming on to the market are being sold around $3.  That's the agreement.  So you can have tons of people buuung but they are offering up the shares at $3 to make the $35 million. 
Even if the SP was $4... would you buy the shares at $3.99 or at $3.  That's what puts the pressure on the sp.  once those shares are done being sold, the sp will slowly come back up.  It will def come back up if they announce another tiered partner etc.  it's just how it works. 
And the OS will go up with these shares too. Last number I saw was it was at around 130 million.  Another 11.6 million shares will be added.  Imo
