What we can’t rule out is that MHRA wanted proof of actual legally binding stated plans and in process action for the roll out of final proposed unit(s) that have passed initial stages of testing with favorable results. The lengthy MHRA/NWBO back and forth process with additional leukapheresis and manufacturing capacity added into the mix does point to this as part of a requirement. I doubt NWBO would want to spend extra money selling shares at depressed prices to do this if not required or needed sooner rather than later. Best wishes.
