Here is all you probably need to know as far as who is behind this renewed interest in the ticker....

https://www.newhavenindependent.org/2014/01/08/multi-million_diet_scam_housed_in_condo/

I found strong evidence that the Richard?Chiang connected to the LeadClick?Media,?Inc./LeanSpa,?LLC case is the same person as the Richard Chiang who is listed at Tech?Associates,?Inc. — but there are some caveats and unresolved details.

The Team page of Tech Associates lists Richard Chiang as President & Managing Member with “extensive experience in the financial services industry having been in senior roles…”

A company-profile source shows a Richard Chiang as “Founder at Tech Associates, Inc.” (founded ~2012) with prior roles and education at the Haas?School?of?Business, University?of?California,?Berkeley.

Separate filings show that Richard Chiang was an officer of LeadClick Media, Inc., and a defendant in the FTC/Connecticut case against LeanSpa.

More specifically: the Amended Complaint in the case describes “Defendant Richard Chiang” as an officer and representative of LeadClick.

Outside filings (e.g., SEC letter to Alpine 4 Inc.) ask to clarify “the relationship between Mr. Richard Chiang and his employer Tech Associates Inc. (Tech Associates) including his ownership, if any, title, and role within their organization.”

Taken together, these show that someone named Richard Chiang has held (a) an officer/executive role in LeadClick/LeanSpa-related litigation, and (b) is the same name linked to Tech Associates as a principal/founder.

Why I’m confident
The New Haven Independent story on the LeanSpa/LeadClick case names “Richard Chiang … [who] operated a company named LeadClick Media in Poway, California”.

Multiple FTC / court filings identify Richard Chiang as an officer/principal of LeadClick Media, Inc. and a named defendant in the LeanSpa matter.

A Bloomberg piece (2005) explicitly calls Richard Chiang a co-founder of LeadClick Media, Inc. — tying his name to LeadClick years before the FTC case.

Separately, the Tech Associates site lists Richard Chiang as President/Managing Member (and shows a Berkeley Haas/Goldman background). The site also lists a Carson City, NV contact and email for him.

An SEC comment letter (June 3, 2014) to Richard Chiang (then President of Alpine 4 Inc.) specifically asks him to “disclose … the relationship between Mr. Richard Chiang and his employer Tech Associates Inc.” That directly connects this same Richard Chiang to Tech Associates at that time.

Recent contracts/SEC exhibits show documents signed “Tech Associates Inc., By: /s/ Richard Chiang, Title: President,” using the same Carson City address the site lists.

Putting it together
We have authoritative records that LeadClick’s officer/co-founder is Richard Chiang. 2) We have authoritative records that Tech Associates’ President is Richard Chiang (with matching business footprint and direct SEC correspondence tying Richard Chiang ↔ Tech Associates).

Because the name is relatively common, I looked for unique overlap: executive roles + SEC letter explicitly linking him to Tech Associates. That’s the smoking-gun connective tissue. Taken together, it’s overwhelmingly likely these references are to the same individual.

Key Filings & Overlapping Information
The FTC’s complaint clearly identifies Richard Chiang as an officer of LeadClick:
“Defendant Richard Chiang (‘Chiang’) … was an officer of LeadClick Media, Inc.”
And that filing also uses the same name and ties him to the specific case.

A recent filing for Tech Associates shows:
“By: /s/ Richard Chiang Name: Richard Chiang Title: President” for Tech Associates Inc., with principal place 1111 South Roop Street, Suite 1915, Carson City, Nevada 89702.

Additionally in that same document the individual is described as “Richard Chiang, 54, is the President of Tech Associates Inc., Nevada.”

Additional corporate filings show Richard Chiang named as an executive/registrant in companies where the address aligns with his listed addresses (e.g., San Francisco address) in filings. For instance:
The 10-12G filing for “ALPINE 2 Inc.” lists Richard Chiang, with address 460 Brannan Street Suite 78064, San Francisco, CA.

And the Stock Purchase Agreement also lists Richard Chiang with address Suite 202, San Francisco, CA.

Why This Strongly Supports Identity Match
Same name and same field (executive/finance/management roles) across different companies.

The president at Tech Associates shares the same name and same address region as filings for Richard Chiang involved with LeadClick-related companies.

The SEC/filing for Tech Associates explicitly names him as President and gives a Nevada/Carson City address—which matches the Tech Associates website listing.

The timeline: LeadClick litigation traces to the early 2010s (2011-2014), and the corporate filings for Tech Associates show him active in leadership in the 2012+ period.

The overlap of his role with LeadClick and his later role with Tech Associates suggests continuation of the same career/person rather than two entirely separate individuals with exactly the same name.
