They do it because they think they can get away with it based on their understanding of legal protections and inability to catch up with what they are doing or that they will only pay fines as a part of doing business while they take in billions of dollars they subsequently try to keep protected from clawback. That or they just threaten the world with financial collapse because they claim too big or too important to fail; ). Best wishes.
