After that, they must take care that the laws are faithfully executed. Refusing to spend money because of a policy preference is the opposite of faithful execution. The Justice Department’s Office of Legal Counsel in 1988 agreed that there just isn’t any authority for presidents to defy appropriated funding.

In private life Trump called himself the "King of debt." Borrow huge, blame it on the economy when he fails. Renegotiate, pay a fraction back. Trump cheated everybody he did business with. Not only contractors and others Trump owed money to, but banks. Trump cheated all those he owed money to:

Trump was able to just not pay contractors and others and was able to cheat banks by negotiating.

Now Trump can't negotiate with Congress because he is too weak,

Failing to get his wants through Congress would make him look weak, so he doesn't try.

In private life Trump cheated all he owed money, in government he, with McConnell, earlier created an authoritarian-like imbalanced SCOTUS so now he is acting illegally to get the debt back which he largely contributed to. Because he is too weak to negotiate with Congress.

He lied to the people to gain the presidency, now he acts illegally to cheat the people even more.
