The law is pretty clear on the fact that anything that can be created by executive order can be taken away by executive order. Secondly it's in the Constitution that the president administrates the executive branch.

The interest payments on spiraling debt are an existential threat to this country. Everyone agrees we can't handle the interest payments if this continues. Therefore he has an obligation to act or this country dies in the vine. This is an important fact. The Constitution stated that the president needed Congress to declare war and yet the president can fight anywhere he chooses without their permission. Anytime a present perceives a threat to this nation he is given full power to act. Bankrupting the country would fall under the same category.

There is nothing in the Constitution protecting bureaucratic jobs.

The president has the absolute right to weed out fraud and abuse within the executive branch and hire and fire at will except in rare cases.
