Presidents can sign or veto a budget; that’s the extent of their role. After that, they must take care that the laws are faithfully executed.
Pretend that Congress approves a trillion dollars for a given governmental department. The head of that department takes the money and puts it in his own bank account.
It is now the job of the president to "faithfully execute the laws" by investigating, clawing back the funds, firing and arresting that person.
It is the job of the executive branch to enforce the laws against fraud waste and abuse.
In your make-believe world the only the Congress could rectify the situation. Are you suggesting that the Congress has unfettered access to all the financial records within the executive branch? Are you suggesting that they have investigative powers? That they could obtain search warrants and send their officers to investigate?
