The Russian ethos isn't the western ethos. Show them friendship, and they see weakness.
There was a quote some years back from one of the Russian higher ups. I forget who. He said something to the effect of, "You look at us and we look like you, so you think we are like you. We are not like you."
Perhaps we'll learn that now.
