Why does the West always seek to portray Russia as a threat or enemy instead of trying to turn it into a friend? For many years, if NATO hadn't made efforts to expand close to Russia, Russia could have been a global trading partner like China.

That's the kind of question Tucker Carlson asks. My recollection is that we did try a bit of that in the early years of this century, but soon understood what Putin wanted: the return of the Soviet Union.
