So to be clear, we now both agree that you did indeed say that. Even though you said you didn't:

She did not “say” that she had not submitted an evidence submission

I knew that was going to be your argument. That she didn't directly "say" they had not submitted. She said they need to go through the process of applying, but that doesn't mean they haven't applied. She said they need an HEM to apply, and that they will be hiring consultants to help with that, but that doesn't mean they haven't applied. She said getting this done will be in their top priority grouping for the next 12 months, but that doesn't mean they haven't applied. Unless she explicitly stated "we haven't submitted the evidence package" we can make neither head nor tails out of the application status based on what she did say.
