ROI of the hire : look at the share count , MC, share price , before and now . Now you can’t claim manipulation as a defense in this instance , because whole purpose of the hire was to counter manipulation . He otherwise has no expertise in biotech , running trials, RA matters , approval process , commercialization, corporate governance or running a public company as far as I know .
I again stand by my opinion that hiring an industry veteran with above experience would have been much better for shareholders .

I wouldn't expect he could stop the manipulation either from everything I've learned in recent years. But rather, he has ties to acquire data, which is the foundation for prosecuting white collar criminality successfully.
