It's the same thing. OTC Markets created it with the hope it'd be allowed to use it for trading by "experts". The SEC told them to buzz off:

So, OTCM still what they call the Expert Market, but it's no different from the Grey Market.

They're totally different markets/services offered by OTCM. The Grey Market is where there is no public quote at all – the Expert Market provides additional price transparency, as it allows for unsolicited quoting.

Only broker-dealers and professional or sophisticated investors are permitted to view quotations in Expert Market securities.
