That theory might hold water IF the gov't gave out $10,000 checks and told people to invest in penny stocks...BUT THEY DIDN'T. And to say "shorting is very rarely done in the OTC" is to dismiss all the grossly undervalued tech-related penny stocks (like XERI) that complain they're being undermined by naked shortselling!
