It doesn't say that the Russian government will allow its citizens to use crypto outside of the watchful eye of the gov. In fact, it points to that as being the problem with crypto now. The problem is that it does allow for citizens to bypass the system, something that NO GOV wants nor intends to allow happen for much longer.
