He is on multiple boards. Just a ex government higher up looking to pad his retirement. I would bet the researchers, physicians and surgeons including in that group Stupp, had more of a day than CB. All the free shares they get are dependent upon success.
I also wouldn't be surprised if he is somehow involved in the hunt for the naked short criminals. It took a lot of time but it will probably pay off in the end. The BOD of NWBO has often enough naked shorting named after all.
