There are not a lot of even semi-plausible reasons for holding back stellar data for over a year. The most likely alternative is that the data is not stellar and this is unfortunate, so it seems reasonable to explore scenarios under which you could have the otherwise illogical scenario of holding back world changing data for so long. The journal article only makes sense if something meaningful is wrong with the data that the shorts could exploit unless cover was provided to help deal with them and also with regulators.
