I believe that by the Annual Meeting NWBO will need investors to support an increase in authorized shares. I don't believe that will happen if the quiet period is still in place by that time. I believe the share price will be substantially higher by then because the Journal and TLD will be out, probably before the Annual Meeting is announced.
