It’s definitely not puffery. It’s pretty basic. But that anyone would spin it as puffery speaks loudly.

It’s standard to speak to the generality of their plans which would obviously be intended to advance the main program they have. Funding does that. They would typically not give you a laundry list in any such announcement, it’s bad form.

Not puffery, just the right way to write such a release.
