Flipper, this is more empty puffing just like their earlier talk over the years of 'moving towards the 1 yard line of the homestretch' or things to that effect over the past decade.

There is nothing of substance here and if they really were doing something tangible there could have been things more clearly stated:

What related activities do they specifically mean?

What speed are they going at presently and to what extent is this infusion of cash expected to increase that rate of speed?

Naturally they have avoided getting specific because then they might have to be accountable for how effectively the money they borrowed is spent.

Once folks worked through the reality, the brief bubble of enthusiasm today burst.

Again, this is a good price to buy but there is no cause for FOMO here, only steady accumulation over the next 3 to 6 months and even then, this share price is pricing in muddy data and not a clear cut positive set of results (you do not keep the world waiting an extra year on results that really do speak for themselves because Adam Feuerstein is not that scary).
