I just called Schwab to check and they said RGBP is good to go with no restrictions. The reason we can't buy online yet is because they got to update a huge number of tickers in their system manually which could take about a couple of weeks. The restriction was lifted last week, therefore we may have to wait for another week before we can trade online.
