You can incidentally find an effect "ceiling" in a large enough trial with multiple dosed arms, but the chance is far less likely if there are only two. The design would include far more arms. So it's not what they're looking for. They are, however, looking for confirmation of dose effect, which can be accomplished fairly well with two arms. It's why they went with two, and why they said they did.
