Yes. A spin-off usually means that the entity is fully developed (making it an $8/share dividend, lol) or that they have access to loans so they can develop it further. Parent is no longer injecting cash.
So that is probably the main reason for the spin-off. It doesn't say much about the plan they have for Rouge Mountain.
I don't think there will be more spin-offs. Perhaps they will merge with a biotech company. Or go private etc.

This seems likely. I can't find it on a map. Couple reviews talk about it being closed for renovations (2017) and one where the staff had to turn on the lights when they arrived and 2nd floor was closed (2016).
