The heater/coolers are actually Peltier Thermo-Electric Coolers (TECs). Really handy technology that is also used to temperature stabilize the laser. However, TECs have a couple major drawbacks...they consume prodigious amounts of current and they are VERY inefficient. Efficiencies are around 10-15%.

I suspect the current required to power the TECs will exceed that of the RF Driver amplifiers.

The Ring Modulators sound to be - at best - a stop gap technology. They sound complex, inefficient and power hungry to me.
