I think it means we have a 1.4-1.5 g capsule of Icosapent Ethyl Plus Excipients. The Icosapent Ethyl weighs 1g. Therefore 1/1.4=71%.
The bigger questions are:
(1) Do the excipients added for atsbaility absorption etc detract from appropriate serum EPA level in vivo?
(2) Do the levels of teh excipients pose a danger in any way to the patient?
Answers that only pose issues for the generic IF they turn out to be averse to the patient's best clinical interests...

The casing has weight and is fairly thick for V. So the weight of the oil, minus the casing would be the dosage weight.
