Let me help you --

He means that most all of the hospitality industry is comprised of under-skilled workers -- it is a fact that many are black -- getting this industry back to work would be a benefit to all those workers, many of them black.

Of course, that would be bad for the dems come 11/03, so a major effort is being made to stop the re-start -- and bankrupt the USA
