So first he asserts that black people are more vulnerable to economic down trends because? Well I guess it is fair to say he means because they are black? Then he says they don’t deserve to be rewarded for their economic discrimination over the years because that would cause hardship to the federal budget. After that he just goes into the economic meltdown scenario that he has used for the past three decades.

This guy is blessed with a great vocabulary but other than that he is simply lost in his own quagmire.
